Peran Pemerintah Dalam Usaha Mengikis Stigma terhadap ODHA melalui Kegiatan Komunikasi, Informasi dan Edukasi

Kegiatan Komunikasi, Informasi dan Edukasi (KIE) kali ini bertempat di Rantau Parapat Kab. Labuhan Batu Sumatera Utara. Kegiatan yang berlangsung selama 4 (empat) hari dari tanggal 3 Juli s/d 6 Juli 2019 ini diikuti oleh peserta kegiatan adalah ODHA yang merupakan penduduk setempat. Didampingi oleh pendamping dari KDS Parapat Care dan petugas VCT RSUD Rantau Prapat.

Pada hari pertama kegiatan tepatnya, Rabu, 3 Juli 2019 kemarin  diawali dengan registrasi serta melakukan asesmen peserta kegiatan yang berjumlah 25 orang. Selain itu Kepala Seksi Advokasi Sosial, Dra. Sinarta juga menginformasikan serta menjelaskan tata cara penggunaan dana bantuan yang akan diterima peserta nantinya.

Setelah proses awal kegiatan ini selesai, maka dihari kedua kegiatan ini, Kamis 4 Juli 2019 narasumber menyampaikan materi dan paparannya. Diawali dengan pembukaan oleh Dra. Sinarta yang menjelaskan maksud dan tujuan kegiatan ini diselenggarakan. Narasumber pertama Kepala Balai Rehabilitasi Sosial Orang dengan Human Immunodeficiency Virus (BRSODH) “Bahagia” Medan, Sri Wibowo menjelasakan Tugas dan Fungsi balai serta kedudukan BRSODH “ Bahagia” Medan sebagai balai dalam penanganan Rehabilitasi Sosial orang dengan HIV untuk wilayah Sumatera dan Kalimantan.

Berbagai kegiatan yang ada baik dalam maupun luar balai dihadirkan BRSODH “Bahagia” Medan untuk melayani kebutuhan ODHA. Kegiatan KIE ini merupakan salah satu program luar balai yang ada, dimana dititik beratkan kepada komunikasi dan pemberian informasi dan edukasi kepada peserta kegiatan agar mereka paham dan mengerti sehingga bisa meninformasikan dan mengedukasi kembali lingkungan sekitar agar tanggap dan peduli ODHA. Dengan tujuan agar semakin banyak masyarakat yang juga mengenal HIV/AIDS secara benar dengan tujuan jangka panjang akan mengikis ataupun menghapus stigma yang ada di masyarakat.

Dinas Sosial Kab. Labuhan Utara, dalam kesempatan kali ini diwakili oleh Syahrizal Hasibuan selaku Kepala Bidang Rehabilitasi Sosial, menyampaikan mengenai peran pemerintah daerah dalam penanganan ODHA, yang diakui saat ini belum maksimal karena masih terkendala dana dalam merealisasikan program kegiatan yang telah direncanakan dan kewenanangan yang terbatas.

Namun kedepannya beliau bersama jajaran Dinas Sosial Kabupaten Labuhan Batu, akan berupaya untuk berperan maksimal dalam penanganan ODHA pada wilayah kerja mereka. Selain itu, Syahrizal akan membantu teman-teman ODHA dalam kesempatan ini peserta kegiatan KIE saat ini untuk mendapatkan Kartu Sehat bagi masyarakat kurang mampu.
